"A series of enrollment cuts, beginning in 2006 when Bredesen ended TennCare for 170,000, eventually added up to more than 350,000 children and adults losing coverage through various policy changes over the course of the governor's second term in office.

"A year later, the Bredesen administration eliminated coverage for more than 80,000 adults in a category known as medically needy, which was reserved for people with catastrophic illnesses that would quickly bankrupt them without state coverage.[…]

[…] "'Instead of finding ways to deal with rampant health costs, by improving efficiencies in the delivery of health care, the governor decided that cost savings should be achieved on the backs of very low-income people and families who can least bear the consequences of those actions," said Ron Pollack, executive director of Washington, D.C.-based health-care advocacy group Families USA, which helped galvanize opposition against the governor as an HHS pick.'"
